SUP003-005 Energy Audits: NHS Scotland
Closing date: 18 August, 2014 – 10:00
The objective of this work is to undertake energy audits (and water audits at two laundry sites), to target the worst performing non-acute sites and services within the NHSS estate and determine the opportunities and associated costs in improving energy performance (and water use reduction in the case of laundries).
Contractors will be required to work with selected NHS Scotland Boards during Phase One to collate information on existing energy consumption of the sites (and water consumption in the case of the laundries), as well as any previous reports relating to audits, feasibility studies or investment grade proposals as relevant. The collated information should be reviewed to identify gaps and to develop a suitable approach for the energy audit programme (and water audits for the two laundry sites) covering each of the target sites, to be agreed with Zero Waste Scotland and Health Facilities Scotland before Phase Two commences.
Contractors will undertake audits at all target sites as part of Phase Two delivery to identify improvement opportunities. The level of detail required is more in-depth than a basic energy opportunities assessment and each potential improvement measure must provide specific information. A standard reporting template will be provided to record this information, which must also include full transparency of cost calculations and reference sources. A separate template will be provided to record water efficiency improvement measures.
Specific objectives include:
The collation and review of information relating to consumption and associated greenhouse gas emissions at target non-acute sites;
- The provision of audits to determine energy and carbon improvement opportunities (and water at laundry sites);
- The provision of comprehensive site reports and project spreadsheets for each audited site.

SUP003-400 Call-off Support: Carbon Management
Closing date: 20 August 2014 at 1330hrs
The contract will provide a rapid and flexible support service on a range of carbon management activities across the public sector with the aim of ensuring that these organisations have an up-to-date carbon management plan which will aid them to make significant reductions in their carbon emissions.
The work delivered through the call-off arrangement will vary in nature but may include:
- Data analysis including support and advice with collating baseline information;
- Data analysis of potential changes to emission baseline forecasts e.g. BAU;
- Review of individual carbon management plans and development of schedule to revise over a prescribed timescale;
- Support and advice with project lists / registers; and
- Running both internal and external workshops.

SUP003-301 Scottish councils low carbon street lighting
Closing date 14 August, 2014 – 17:00
The contract will provide ad-hoc support to Scottish Local authorities wishing to take forward implementation of low carbon street lighting projects.
Provide street lighting asset information in a format that can be used by participating local authorities to develop investment/implementation business cases (using SFT street lighting toolkit).
The work delivered through the call-off arrangement will vary in nature but may include:
Provide advice and support to participating local authorities on low carbon street lighting solutions
- Provide spreadsheet appraisals, based on street lighting asset registers, the most appropriate retro-fit solution. Note that this is not a full lighting design but an initial assessment using simplified calculation techniques on known retrofit options.
- Commercial expertise, and an understanding of the financial and economic opportunities arising from resource efficiency in street lighting;
- Expertise in street lighting design and implementation of street lighting upgrade projects; and
- Expertise in increasing resource efficiency through procurement and supply chain management.

SUP003-300 Resource Efficient Street lighting condition audits
Closing date: 14 August, 2014 – 17:00
The contract will provide street lighting asset information in a format that can be used by participating local authorities to develop investment/implementation business cases (using SFT street lighting toolkit).
- Assess street lighting of participating Scottish local authorities via their existing asset register and current condition to understand the impact of retro fitting low carbon street lighting.
- Provide information in a format that can be used by participating local authorities for development of investment/implementation business cases (using SFT street lighting toolkit) to improve the efficiency of their street lighting assets.
